I don't know about that. I do know that you said ... "the scales are not balances"

Line 'em up:
take 0 from 1st, 1 from 2nd, 2 from 3rd, 4 from 4th, 8 from 5th.

10 possibilities:
P: 0,1, 2 , 4 , 8
1: 9,9,10,10,10 = 149 : 0*9+1*9+2*10+4*10+8*10=149
2: 9,10,9,10,10 = 148
3: 9,10,10,9,10 = 146
4: 9,10,10,10,9 = 142
5: 10,9,9,10,10 = 147
6: 10,9,10,9,10 = 145
7: 10,9,10,10,9 = 141
8: 10,10,9,9,10 = 144
