However, I want to transform these data to a list of values with a mean of 55.62, a standard deviation of 58.69, and the list should not contain negative values. Is this possible? Did you really mean a standard deviation of "58.69?"

You could put some extreme value into the set to acheive a change. Perhaps add the value 975 and replace the first ten values with 1s.
