Expected Value and Joint Probability

I am having an issue figuring out where the answer to this question came from, I dont understand why its (0,0) then (0,1) then (1,0)..... I see it as being the summation of (0,0) then (1,1) then (2,2) which is wrong. Can someone please explain?

The problem is below:
