I think he is stating this as a sequence of unrelated events. First the cord doubles in length, then the flea is 2cm away (as a result of it jumping by 1cm).

This is supported in the next step where he concludes that the flea is 3cm away.

In the next step, it's stated that the flea's distance increases to 4.5cm due to stretching and then the next jump by the flea increases that to 5.5cm.
