I have a drawing that is scaled to 1:32, since this drawing was sent to me by E-mail i can not scale the drawing for measurements, but there is one measurement on the drawing which is 24.76, to obtain other measurements off the drawing is there a formula that I can use to do so?

Hope some can Help me with this.

Use calipers to determine length of the measurement that is 24.76 units (meters?). Divide by 24.76 and you have the length that represents 1 unit on your drawing. That is the math way to it.

Alternatively, ask the sender to send a new drawing that ALSO SHOWS one unit scaled down. That is the commercially safer way to do it. If they won't send you the plan to scale overnight, at least make them take responsibility for showing you the scale on the email itself.
