My Math Forum Explaining Addition in Fractions... Before Multiplication...

I am making a math book about properties in math operations. The first chapter is about basic operations in math, which I explain in order: Addition, Subtraction, Multiplication, and Division. It has to cover math operations in whole numbers and fractions. However, I am forbidden to make the sub-chapters in the first one as Math Operations in Whole Numbers and Math Operations in Fractions. Instead, I have to stick making the sub-chapters Addition, Subtraction, Multiplication, and Division. This results in some problems: 1. Can I describe addition by negative numbers before explaining about subtraction? 2. Can I explain about addition in fractions whose denominators are different before explaining about multiplication? 3. Can I explain about addition in fractions before explaining about division? Granted, the book is for Middle Schoolers. But it doesn't relieve me from the feeling that the order of explanation is out of place. What do you think, guys? What do you suggest? Thanks in advance for all your inputs.

Surely they'll understand addition, subtraction, multiplication and division already? What is the content of these chapters if they do?
