Re: how to be member of any university's library, for persons

Usually if you go to the library's circulation desk, you can ask to get a library card. It probably won't be free (typically some annual fee) and it does not come with all of the perks the library has for students and faculty (often can't make use of the inter-library loan system and you almost certainly will not get access to extended library hours), but you do get to borrow a handful of books for a few weeks.

Alternatively, if you are happy doing your reading physically at the library, you don't need to be a member to enter the library and use books, just to check them out.

Ultimately, if you have (any) questions regarding a specific library, you are best off asking a librarian at the particular institution. While I hear unfriendly librarians exist, I have yet to meet one.

There are sometimes better ways, depending on what you want. There's at least one public library system that lets you get interlibrary loans from university libraries (I know, I live there...). Certainly it's worth looking/asking around.
