Word problem

Hello, I was just doing this problem; it has explanation too, but I can't think why (25-x) comes. I hope to get an answer from my fellow forum friends.

since x = total number of ordered t-shirts, (x-25) represents the number of t-shirts beyond the 25 minimum order.

cost = 1.065[(flat rate of \$150 for the first 25 shirts) + (\$5 for each shirt more than the minimum 25)]

$C = 1.065[\$150 + \$5(x-25)]$
