Why is the whole number an improper fraction?

I have a question, that is; Why is the whole number an improper fraction?
like 3/3, 4/4, 1/1 etc. is an improper fraction.

By definition, when the numerator of a fraction is greater than or equal to the denominator, then it is called an "improper fraction."
