What is the meaning of 'question drama'?

In a certain code language,

reserve formation user damage - goitamro9 svrese7 ves4 ggama6

custom stake force program - tkat5 dotsu6 qargor7 gcro5

policy and click mask - dcil5 bn3 qcilo6 nsa4

double logical basic end - fn3 macigo7 elbuo6 cica5

What is the meaning of 'question drama'?

Ans is roitseu8 emar5

I didn't know to how to solve this one.

there are 4 things going on here

i) the lettering of each word is reversed

ii) the last letter is replaced with a number

iii) the first letter is replaced with a different letter

iv) the words themselves are re-ordered

The number used in (ii) is the length of the word.

The letter used in (iii) is the letter that is next in order after the letter that was replaced in (ii)

I haven't figured out (iv) other that the words are generally out of original order.

So for "question drama" we reverse the lettering to obtain

"noitseuq amard"

then we replace the last letter with the length of each word to obtain

"noitseu8 amar5"

noting that the letters replaced were "q" and "d" we replace the first letters with "r" and "e" to obtain

"roitseu8 emar5"

why these two words are not then swapped I don't know but there's your answer.

For some reason, those rules aren't strictly adhered to:
damage isn't encoded as egama6 and basic isn't encoded as cisa5.
