What does it mean when there is a little 0 Under R?
First of all, sorry for the huge image. Basically, I saw this huge R symbol with a 0 under it like this.
Now I think this means to point out al Real numbers except 0. Though I'm not really sure.
Can someone confirm this?

Math Focus: Yet to find out.
That's probably right. But it can depend on context. Most authors will introduce and define their symbolic notation. You may have to find the point where it is first introduced.
If no introduction, likely it's the most commonly used definition.
