Is there any possible reason why this is posted under economics?

Is the question

$965_8 = x_2?$

If so, there is no answer because 965 is not a legitimate octal number?

Or is the question $965_{10} = x_8?$

Or is the question "what is the practical use of octal notations?"

I expalin your error in the question.
In base of number the digit in presention of number can't be above than the base.
So,
965 in octal
can't be legitimate because of 9 (9 > 8 ) and in every base the numbers is lower than the base.
More example:
1213 in base 2 isn't legitimate
1213 in base 4 is legitimate
555 in base 6 is legitimate
555 in base 5 isn't legitimate (the digit 5 = 5, and it need to be lower than).

It is for convience when you use numbers and instruction of computer.
The use of them facilite the programming of computer program, to find error in the computer and to do instruction in Assembler.

Octal and hexadecimal are convenient ways to abbreviate binary numbers exactly.

$101,110_2 = 56_8.$

How do I know that?

$101_2 = 5_8 \text { and } 110_2 = 6_8.$

$1010,0001_2 = A1_{16}.$

How do I know that?

$1010_2 = A_{16} \text { and } 0001_2 = 1_{16}.$

It is quicker and less error prone for humans to use octal and hexadecimal than to use binary.
