Solving DIfferential Equations with step functions/delta fun

Hello,
Please help me understand how to solve this equation using the concepts of green function/heavyside function.
x? ?(1/10)x = f?3 where f3=?t?...where ?t? is the greatest integer less than or equal to t.
I've been stuck on this problem for the last week.
