Depends what your source of sound is, mp3 on an SD card, ADC, Internet stream.
You will also need some way of listening to the result.
You will also need to choose a method of controlling the volume
You can use either VHDL, Verilog or throw logic gates into a schematic (or a combination).
Essentially, whichever methods you choose, you will have some audio data and a value representing the volume, simply multiple the audio data by the volume and send it to the output (whatever that is).
