which software is best for visual basic?

Are you referring to VB6 or to VB.NET?

If you're using Visual Basic, which is Microsoft's compiler, you might as well use Microsoft Visual Studio as your IDE, although I haven't checked whether there's a free version though.

Visual basic is Microsoft's Basic compiler, not a GUI framework, but maybe something is lost in translation here.

If you want to do GUI, I'm not sure what software you could use. Try googling it
