About partial differentiation with arbitary function

I want to ask for the question , i dont quite understand what is all about for this example 4 , need explanations , thank you .

Plus , I want to ask how to determine whether the partial differentiation shows maximum or minimum by just seeing the equation without doing anything others ( like finding the critical points . )
