Min pop vote % to win prez?

What is the minimum share of the popular vote needed to win the Electoral College and thus the presidency of the United States?

Interesting. In real life, Bill Clinton won with 43% in 1992. That was the year Ross Perot got 19 million popular votes but no electoral votes.
