Choices, Goals and Learning

In a game I'm developing, I would like to record the choices that a player has made and to record when a choice has contributed to a goal being reached.

Things that I've considered are:
- the environmental conditions when a choice is made
- whether that choice contributed to a goal being reached

As such, I can imagine a graph of data represented as follows:



Over time, the graph would be huge and I was wondering what methods I could use to reduce the graph, to quickly determine the best choice to take given a particular environment.

Also, over time, the same choice/environment tuple may be present in both goal successes and failures. How would that reduce that into a single expression for that environment?
