Trigonometry

Could someone please explain to me what I'm trying to find in this problem and what process would I use to find it? I'm not looking for the answer. I just what to understand what to do. I don't understand the wording very much and i'm still kind of confused on azimuths..........

Thank-you!!!

Degrees are measured clockwise from this, so that 100 degrees is in the fourth quadrant. To start, assume that the wabush airport lies somewhere on the line x = 0 with a positive y value.
