Two Circles with separate centerlines

I have two circles with different centerlines. The larger "circle" is the point of rotation, but the smaller circle is the edge I need to cut, so I need to calculate points along the smaller/outer circle using the centerline of the larger circle. I'm really struggling with this..

Can you explain what you want more clearly and precisely, and giving more detail?
