Assuming that all four labeled regions are disjoint, I get

$\displaystyle 4= x + (x-16) + (x-11)$

but that yields a non integral answer. $\displaystyle x=\frac{31}{3}$

So the union would be $\displaystyle 4+(31/3-16)+(31/3-11)$ but this makes no sense.
