Rotate complex number

Which number do we get, if we rotate complex number 3 + i around complex number 1-i, whereby angle of rotation is 60.

I cannot imagine what does rotation around the second vector should be..

I'll let you work it out:

(1-i) + {(3+i)-(1-i)}{cos(?/3) + isin(?/3)}
