Now, let me see if i finally got it.. in base 8, the fraction $\frac {1}{2}= 0.4$ as a decimal in base 8. in base 10, the fraction $\frac {1}{2}= 0.5$ as a decimal in base 10. Although 0.4 does not equal 0.5...1/2 = 1/2 in both bases.

Yes 0.4 in base 8 is equal to 0.5 in base 10, since both are 1/2. And 4 in base 8 is the same as 4 in base 10: $4\cdot8^0=4\cdot10^0$ whereas 40 in base 8 is not equal to 40 in base 10: $4\cdot8^1\ne4\cdot10^1$
