Spend some time reading the material in the link Greg posted, it appears to me to be explained well and in terms a beginning algebra student should be capable of understanding. Also hopefully your textbook will at least cover the rules you need. Read this material closely, and follow the examples that are hopefully given, and then if you have any specific questions about a certain rule, post it.
