Testing Differences Between Proportions

Here is my problem:

I have two proportions. I need to test if one is 5% higher than another. I already know my null hypothesis needs to be H0: p1 - p2 <= 0.05 but I have no idea how to calculate this. I know how to test for equality and how to test if one proportion is larger than another, but that's it.

Any ideas?
