Question

I posted this question in the wrong section, so I post it again here, sorry guys!

I'm trying to solve a combinatorial problem, more precisely I have the following data:

1) the Italian car number plates are given starting from 1993 in succession according to this criterion, the first plate of the history was AA000AA, the second AA000AB and so on until the combinations with the last two letters are finished, then the first ones are changed two letters and finally numbers;

2) According to this criterion it is possible to register a maximum of 134,256,000 different number plates

3) In 1993, 1.7 million number plates were registered
in 1994 1.7 million
in 1995 1.7 million
in 1996, 1.7 million
in 1997, 2.4 million
in 1998, 2.4 million
in 1999, 2.3 million
in 2000 2.4 million
in 2001 2.4 million
in 2002 2.3 million
in 2003 2.2 million
in 2004 2.3 million
in 2005 2.2 million
in 2006 2.3 million
in 2007 2.5 million
in 2008 2.1 million
in 2009, 2.1 million
in 2010 1.9 million
in 2011 1.7 million
in 2012 1.4 million
in 2013 1 million
For a total of 42.8 million different number plates created until 2013

4) Knowing these data go up for each year from which plate you started to which plate you arrived.

I don't know how to calculate it. What formulas should I use? Thanks in advance to anyone who can help me!
