2 Population Proportions Z-Test

I measured 2 population proportions, one from Q1 2017 and another from Q1 2018, to be 50% and 45%, respectively. These are not proportions derived from samples but the entire population at the time. Obviously, there’s a difference between the 2 proportions. Is it still necessary to subject them to a 2 proportions Z-test to test if the difference is significant or due to chance?
